As President and CEO of EDI-Staffbuilders International, Inc, Cesar has set a high watermark for all to aim for. With over twenty years' experience of catering to international markets, Cesar is a leader when it comes to international recruitment in the Philippines . Today, EDI-Staffbuilders recruits for oil & gas, petrochemical, telecommunications, information technology, engineering, manufacturing, hotel service, and financial companies, to name a few.

Cesar's efforts in the international recruitment sector have been recognized time and again, both locally and internationally. EDI Staffbuilders has received the Philippine Overseas and Employment Agency's Award of Excellence, and Hall of Fame and Top Performer Awards, and Cesar has represented the Philippines at the International Labour Organization's policy dialogue, Merchants of Labour in 2005.

Currently, Cesar manages the Manila and the Riyadh offices of EDI Staffbuilders, as well as manages alliances in Malaysia , Indonesia , Singapore , and India , and caters to markets in Gulf Countries such as Saudi Arabia , Qatar , Kuwait , Asian countries like Japan , Papua New Guinea , and others in the Asia-Pacific Region, Europe and North America .

Cesar graduated from the Mapua Institute of Technology with a Bachelor of Science Degree in Civil Engineering.
