Promoting
English Proficiency (PEP)

The Promoting English Proficiency (PEP) project
is a joint initiative of the Makati Business Club’s Philippines-U.S.
Business Council and the American Chamber of Commerce of the Philippines.
With an expanding group of partners, PEP aims to improve the level
of proficiency in English among teachers, students, and the workforce.
Using a blended approach of classroom teaching
and computer-aided instruction, PEP emphasizes training at the collegiate
and secondary-school level. Computerized English Language Centers
(CELCs) equipped with software designed to teach English under a
teacher’s guidance are being established at partner institutions.
PEP also targets Filipino teachers, professional
workers and new entrants into the labor force for training. Their
English skills expertise will enhance the Philippines’ attractiveness
as an investment site while preparing Filipino workers for the global
workplace. This upgrading can be achieved by utilizing practical
and relevant learning materials, curricula, and up-to-date methodologies
for English language training.
In addition, PEP promotes the certification of
Filipinos using internationally credible tests of English. Employers
in both public and private sectors are encouraged to adopt higher
standards for certification for the hiring and advancement of employees.
The Test of English for International Communication (TOEIC) used
in many countries is a project partner, but other tests may be used.
PEP is establishing a partnership among corporations,
business associations, educational institutions, non-government
organizations, and government agencies committed to maintaining
and improving English proficiency for the success of Filipino workers,
professionals and the nation.
The project was initially designed by representatives
from the Philippines-U.S. business Council, the American Chamber
of Commerce, Sun Microsystems Philippines, Inc., TOEIC (represented
by Hopkins International Partners, Inc.), DynEd (represented by
Interactive Language Solutions), and the Knowledge Institute.
The Letter of Agreement initiating PEP was signed
on October 14, 2003 by Ramon del Rosario, Jr. (Chairman, Philippines-U.S.
Business Council; Vice Chairman, Makati Business Club) and George
P. Henefeld (President, American Chamber of Commerce Philippines).
The project envisions a total of 50 Computerized English Language
Centers operating in the Philippines with 250 teachers and 42,000
students trained and certified within three years.
