Growth and Adaptation: Presentations from the Annual SEIPI CEO Forum

The Semiconductor and Electronics Industries in the Philippines, Inc. (SEIPI) is the leading and largest organization of foreign and local semiconductor and electronics companies in the Philippines.

Electronics is acknowledged as the main driver of the Philippine economy as it accounts for 70 percent of the country’s total exports. With our member companies responsible for over 80 percent of total electronics exports, this unequivocally makes SEIPI a major economic force in the Philippines.

VISION AND OBJECTIVES
Our vision is to enhance the competitive environment for the electronics business, thus driving the Philippines toward global leadership in information and communications technology.
 
With this in mind, SEIPI’s key objectives are:

  1. To encourage networking and sharing of information among our members;
  2. To uphold linkages with foreign and local semiconductor and electronics industry organizations and other associations and institutions;
  3. To advocate quality, productivity and innovation;
  4. To impel the development of support industries; and
  5. To promote the Philippines and the industry, in partnership with the government.

PROGRAMS
SEIPI has centered their activities on five strategies the Board of Directors has set, to wit: Global Competitiveness, Advocacy, Information, Networking and Services (G.A.I.N.S.), to further strengthen the industry it represents.

GLOBAL COMPETITIVENESS
SEIPI deems that the industry’s competitive advantage lies in the capabilities of its people, particularly its engineers. With this in mind, SEIPI’s strategic focus is on the development of the core competencies of its members’ manpower compliment.

In 2002, SEIPI began an organization-wide training and education program intended to make industry workers the best in their fields. Over 200 training modules and workshops have been devised for the various Networking Committees (NWC) of SEIPI. These NWCs cover the eight main functional areas of member companies, namely engineering, purchasing, human resources, environmental health & safety, finance, traffic, security, and information technology.

All the NWCs are tasked to identify the training modules their members require in upgrading their job skills and knowledge. The NWCs hold monthly meetings to open up an avenue where all its members exchange information, compare notes and benchmark the best-known methods practiced in their respective fields.

Learning opportunities are also extended to the level of the CEOs, general managers and presidents of member firms. These sessions and seminars have been regular components of the General Membership Meetings. The SEIPI CEO Forum is the main activity to celebrate the Philippine Electronics Industry Week, held every October, with local and international speakers presenting the newest industry trends and practices.

A long-term program of SEIPI is to develop the curriculum of Philippine schools and universities, gearing it toward engineering and technology. It has established linkages with the academe to improve the teaching capabilities of professors in the field and to instill a better understanding of the role of semiconductors and electronics in this digital age.

SEIPI is now sponsoring 50 Scholars in various Universities across the country taking Masters Degrees in Material Science, Physics, and Chemistry with its MS and PhD Scholarship program, which started June 2006.

ADVOCACY
Policy advocating is an important function of SEIPI. It publishes position paper on pertinent issues affecting the industry and regularly meets with heads of concerned government agencies to lobby for reforms. Thus, SEIPI has established strong links with various offices and bureaus of the different departments of government.

The Department of Trade and Industry (DTI), through the Board of Investments (BOI), has established a program of imperatives for the Sustained Growth of the Philippine Electronics Industry. The DTI has also committed to work with other agencies to answer infrastructure and policy issues set forth by SEIPI. It reports regularly to SEIPI on developments regarding the given imperatives and the current administration’s program to develop the country’s capabilities in the electronics business.

Moreover, SEIPI works closely with the Philippine Economic Zone Authority (PEZA) through collaborative efforts in reducing the cost of business for companies located in the various economic zones.

A close working relationship has also been developed between the Department of Finance (DOF), Bureau of Customs (BOC) and the Bureau of Internal Revenue (BIR).

SEIPI actively worked for the Power Reform Bill that was finally signed into law in June 2001. Just recently SEIPI was able to lobby for the successful deferment of the DENR DAO 2005-06 Mandatory Environment Insurance Coverage (MEIC) Law and the RA9280 Customs Brokers Act. As of date SEIPI is actively taking a role in the abolition of the Senate Bill No. 2411 or the proposed Consolidated Investments and Incentive Code of the Philippines.

The Department of Justice, through the Bureau of Immigration, has also given recognition to SEIPIs role in the country’s development by agreeing to special procedures for the issuance of working visas of SEIPI-affiliated expatriates.

SEIPI also addresses various issues and concerns with DILG, DTI, DOLE, DPWH, DECS, CHED, TESDA, NEDA, DOST, DOTC, DND, PNP, House of Representatives, Senate and the office of the President.

SEIPI aims to continue with its advocacy work with government to ensure that industry concerns are brought to the knowledge of pertinent agencies and that corresponding actions are made that will benefit its general membership in particular, and the industry in general.

INFORMATION
SEIPI is recognized as the primary source of information on the Philippine semiconductor and electronics industry.

One of its main thrusts is to further develop its information base though its program of studies and surveys touching on all aspects of the industry, from product capabilities and capacities to manpower compensation packages and materials requirements.

SEIPI coordinates regularly with various statistical institutions like the National Statistics Office, the Bureau of Export Trade Promotion, BOI and the Securities and Exchange Commission to provide members and the general public with up to date information on exports, imports, and investment figures.

It publishes a quarterly digest bearing all the current news on the organization and the industry, as well as an annual directory of members and the other industry players, forum proceedings and an industry paper series.

NETWORKING
SEIPI serves as the platform where industry leaders converge and exchange ideas. It organizes a host of membership meetings and benchmarking activities for all levels of management with the end goal of sharing best global practices. It establishes strong linkages with local and foreign industry organizations for the purposes of information exchange and business development. This form of interaction also extends to sports activities and socials organized by SEIPI. These serve to foster camaraderie and closer relations among the members and provide them with opportunities of establishing strong business contacts.
